Service person said that car should have new tires before winter. 29000 miles? One tread on one tire in yellow? Does Subaru install low quality tires as OEM, or is service dept trying to make an unnecessary sale?

Front left tire pressure has been finicky. It will be at appropriate psi and then 7-10 days later, there will be a low tire pressure warning. It has consistently been front left tire pressure EVERYTIME. Pressure is always 10 psi - if not more then the other three tires.
Am very puzzled by this and would appreciate a prompt response.
