Front seat wasn’t fixed. It was right on the paperwork to fix it. Still popping loudly. How could they not notice it wasn’t fixed?

My RAV4 has been making the groaning noise associated with a recall on the electronic clutch for years. Everytime I bring it in, I have previously been told that the technician cannot hear the noise. This time, I was told that the noise cancelling be heard, but is not loud enough. Clearly, the issue is happening and I am nervous that this will do more damage to the car if not fixed. I am not dissatisfied with Luis' customer service, he was very informative. I am dissatisfied in the Service technicians who refuse to complete the recall work on my car, and at Toyota in general for pushing back on this when the noise is clearly happening, meaning this issue is occuring on my vehicle.
